Board of Zoning Appeals

The Board of Zoning Appeals (B.Z.A.) is a quasi-judicial board whose decisions may be disputed by the losing party via judicial review; neither the Advisory Plan Commission nor the county executive has the authority to review such decisions. The B.Z.A. is responsible for adjudicating the following:

  • Disputes over the interpretation of land-use ordinances
  • Special-exception requests
  • Contingent/conditional uses
  • Variances
  • Administrative appeals

The B.Z.A. typically meets at 6:00 p.m. E.T. on the fourth Monday of each odd-numbered month (on Tuesday if a holiday falls on the Monday), in the meeting room on the second floor of the courthouse, 112 East Main Street, Winamac. Public hearings may be scheduled, as needed, for the same time on the fourth Monday of even-numbered months. The B.Z.A. is staffed by the Pulaski County Building Department.

B.Z.A. Members
Indiana Code 36-7-4-902(a) establishes the required composition of the B.Z.A.. Members serve four-year terms ending on the first Monday of January, pursuant to the B.Z.A’s Rules of Procedure, the Indiana Code, and the meeting schedule of the Pulaski County Board of Commissioners. They are not bound by term limits.

Development Fees

On 3 March 2025, upon certification by the Advisory Plan Commission and recommendation by the Building/Planning and Zoning staff, the Pulaski County Commissioners adopted this current fee schedule, the Pulaski County Development Fee Schedule, continuing previously adopted fees for various permits for land-use changes and improvements and residential building permitting and inspections, as well as penalties for violations of the Pulaski County Unified Development Ordinance, and amending some fees.
